Governor’s Proposed Budget Targets Key Reforms in NYC’s Juvenile Justice System

and Child Welfare Preventive and Protection Services



  • The Executive Budget proposes to cap New York City’s reimbursement for child protective services that keep children safe and preventive services that strengthen families and enable children and youth to remain in their homes. New York City has leveraged this funding structure to become a national model for its continuum of high quality, effective preventive services as well as efforts to lower child protective caseloads, decrease juvenile justice detention and placement, dramatically reduce the use of foster care.


  • The Executive Budget proposes to cut all state reimbursement to the Close to Home juvenile justice placement system despite the fact that the system is due to triple with the implementation of Raise the Age.
