CCC Testimony: New York State Assembly Hearing on Child Welfare Financing

CCC testified at a September 19, 2011 Assembly Children and Families Committee Hearing about our recommendations for how we can improve the use of child welfare funds and most effectively meet the needs of New York’s children and families at risk or in need of services when child welfare financing is reauthorized as part of the state’s upcoming budget process.

CCC recommended that three key principles guide any reforms: prevention, accountability and innovation. CCC’s testimony included seventeen recommendations, including restoring the match for preventive services to 65% (from 62%), adequately funding the foster care block grant, funding KinGAP like adoption subsidy, and allowing foster children to attend SUNY/CUNY colleges for free.
