CCC Summary Of The State Fiscal Year 2017-2018 Executive Budget

On January 17, 2017, Governor Cuomo released his $152.3 billion Executive Budget for State Fiscal Year 2017-2018. The Governor focused his Budget remarks on efforts his administration is taking to alleviate financial burdens on the middle class such as a middle class tax cut, an enhanced child care tax credit for the middle class and a $163 million plan for tuition-free college for middle class students.
The Executive Budget includes proposals CCC supports such as legislation to raise the age of criminal responsibility and increased funding for community schools, pre-kindergarten and after-school programs. On the other hand, the Executive Budget proposes to cut the foster care block grant, fails to increase funding or create a new rental assistance program to help homeless families, and fails to increase funding to ensure child care programs can implement new federal rules without decreasing access. In addition, the Executive Budget includes contingency language all throughout, which would authorize the Budget Director to reduce funding to localities if funding from the federal government is reduced.
