CCC Testimony: Overview of DHS’ Homebase Evaluation

CCC testified about the City’s homeless prevention program, Homebase, the recent findings that the program reduces shelter stays, and made recommendations on how to reduce the City’s record levels of homelessness, at a New York City Council General Welfare Oversight Hearing on September 16, 2013.
CCC testified that preventive programs like Homebase provide an important front line of defense for families at risk of becoming homeless. CCC also testified that much more is needed to confront NYC’s homelessness crisis. In addition to ensuring that preventive programs are able to serve all those who need them, CCC recommended that the City better assist homeless families to move out of the shelter system through additional access to federal housing programs such as public housing and Section 8 and creating a new subsidy program.
